What is that "shhiing" sound, both in terminology and origin?
To explain, I want to include something similar in a video that I'm making, but my attempts to find or create an isolated version of that sound have thus far failed.
I'm hoping that with better terminology I might be able to better search a site like freesound, or even construct something myself in Audacity...
(I could just excerpt from that song... but it seems a bit silly to include a song for just a tiny sting, and would also incur the presence the music running alongside the sting.)

Using Firefox, but I checked on Safari and the issue exists there too. Turning off all add-ons and going into private mode result in the same thing. The three dots are always visible at all times, when in the past, they only popped up when you moused over them.
Unless I'm misremembering and the three dots were always present at all times...

No. But you can tell a moderator beforehand and settle on re-registering.
They’d probably use a combination of methods. Radio, TV, and the built in emergency alert system on mobile phones.
