When it comes to the difference of Voluntary law and Required law, there is none, correct?
Required law is a law where you are punished for not following it, and voluntary law is a law you can voluntarily break, but you will be punished for breaking it, essentially making it the same thing since there are no required laws that are impossible to break.
Why is there such a distinction in Tax and Traffic law? Why not just call both categories laws?

That is to say, they are punishable, but the point of them is for people to follow of them of their own accord, and not because police or similar is making it so that you don't. Taxes are "voluntary" in the sense that the tax-payer primarily is responsible for saying how much money he's got and thus deduce taxes out of that, instead of the government going in and saying "you shall pay this much money now" from the get-go.
Of course, that's a different beast from the distinction between compulsory laws and laws that can be deviated from.

Oh. I thought you lost the CD but not the case (don't know why I would've thought that).
In that case I don't know what you should do. Who knows, maybe there's a way to retrieve your CD key somehow from the game files but I have no clue whether that's possible.

Cancer may not be available in your country.To add to what Lemurian said - there's also a distinction between them in some nations, where a voluntary law is one which has a strict way of working, but it's one you agree to upon entering an activity covered by it. As an example, banking law - if did not have a bank account, I would not yet be covered by laws covered by banking, but if I were to open an account tomorrow, then I would agree to follow and be covered by those laws.
Laws concerning say murder though I have no choice to, because I will always have to follow those, whereas I can choose not to follow banking laws by simply not dealing with banks at all.

It all started when it was lagging, so i clicked restart to try and fix it.
Sometimes it just stays on the "please wait" screen for eternity until i shut it off, usually it gets to the desktop but then nothing loads, not the start or the icons.
I've tried to get to startup repair/advanced boot options, but pressing F8 before it boots and holding Shift while clicking restart, but nope. Not working.
Halp?

Right. It's (from the menu on the top of the main Steam client screen) "Games->Activate a product on Steam". It asks you to input the CD-key (or equivalent) from your retail-bought game. Steam won't recognise all games, obviously, but if it's available on Steam I think it probably will go through.
Through Google I found a list of games that can be registered this way; though I don't know if it's at all up-to-date.
