Reading One Piece is the literary equivalent of a Big Ball of Violence. There's a lot going on within the ball of violence that's hard to follow, but the ball itself is moving at a snail's pace.
Disgusted, but not surprisedThe issue in One Piece is that Oda likes to tackle multiple POV's in each chapter with a bunch of plot threads running concurrently.
Other Shonen works would probably focus on an individual battle for one or two chapters then go on to focus on a different battle. YMMV on which approach works better.
It probably also doesn't help that doing things Oda's way means that each chapter involves a lot of drawing and editing, meaning Oda gets burned out faster, leading to him needing to take breaks.
All this said...One Piece has been like this for a while. If it's the sort of thing that's a dealbreaker for a reader, said reader would have dropped the series long ago.

Which makes sense, pre-timeskip was dedicated to introducing the characters and the world they lived in so there's a lot more emotional attachment.
So the focus shifting from the Strawhats in general to the world at large was going to be a controversial one.

I assure you, I'm perfectly trustable personI wonder if there's any relation with the whole "many things happened but the plot moves at a snail's pace" thing with how Japan tends to want a franchise's manga/visual novel to stay way ahead of the anime series, and how Oda deals with that on his own franchise.

Where would the villains go in the Sliding Scale of Villain Threat page?
Most One Piece main villains are at Regional Threat, varying between State/Province Threat and National Threat. The Emperors are at a Continental Threat (ruling over dozens of country-sized islands is equivalent to a continent). The World Government is a Planetary Threat, by virtue of being the government of the entire world (aside from the New World, a relatively small part of the planet being just half of the Grand Line, and they've even started making moves there recently).

I guess there's such a thing as too chaotic.
When you set up so many characters and plot threads that even barreling through the story, it will still take a while to get things done.
