Your suppositions on how good each of the warlords is is almost completely meaningless. Jinbei and Moria are apparently the weakest, Crocodile relies too much on his fruit and apart from that who knows? Plus it gets even weirder with Crocodile when you consider that his performance in the war indicated that he really shouldn't have lost that third fight in the first place.

So at the end of the day there's no solid power level ranking system, OK.

Yeah, I guess I was nitpicking.

And obviously Law is above all of them. He used Room to take all of their competence.

He might as well be. He got the same exact notice other Warlords did, via a black bat carrying a contract of some sort. Even if he didn't accept, it still says a lot about the World Government's standards on who and who can't be a Warlord.

Can you blame the WG for not knowing the truth behind Buggy? All they know about him are reports that he managed to break out of his prison in Impel Down, assisted a Supernova who was the son of the Revolutionary Army's leader and "World's Most Wanted Man" (Luffy, son of Dragon) in rampaging through Impel Down and breaking out a former Shichibukai incarcerated on Level 6 for organized criminal activity, another former Shichibukai imprisoned on Level 6 for outright rebellion against The Government over Ace's execution (Jinbe), a Revolutionary Army leader who was thought to have died during his imprisonment on Level 5, a high-level Baroque Works member imprisoned in Level 4, and many other dangerous criminals (2000+, IINM), and then fighting all the way out of Impel Down, crushing the prison's entire security force, and evading the prison's Warden's wrath, before crashing into the Marineford War and joining the Whitebeard Pirates' side, then aiding in rescuing the incapacitated Jinbe and Luffy by tossing them to another Supernova (Law) for an emergency escape, and he's known to have been a member of the Roger Pirates and an old "friend" of Shanks who has no problem screaming into the Yonkou member's face while threatening him with grievous bodily harm and expressing complete willingness to "start a war" with him. Oh, and the hundreds of Impel Down inmates that have survived all that have joined his crew out of Undying Loyalty.

Really, on the surface, Buggy would easily come across as a major Badass and Determinator with some measure of luck to explain some of his more unbelievable "feats".

<rolls eyes> Right, next you'll say that they should already have the ability to send super-spies who can gather intel on anybody they want. Attach already faces a huge amount of difficulties just getting a photograph of Sanji's face for his poster.

Because Sanji sucks, and breeds bad luck. That's the gag. You could also wonder why the photographer is good enough to get shots of almost every other criminal in the world. Hmm, I wish he figured into the plot of some arc.

Also, it has been readily apparent to everyone not blinded that Buggy sucks on his own.

I have doubts Mihawk is that strong or Jinbe that weak.

Putting aside the obvious sarcasm, I think it has been made clear in-universe that the WG is far from being adequately competent/efficient.

Fruit abilities in general laugh in the face of linear power comparisons, of course. But then Haki laughs in the fruit's faces and reenforces the comparisons.

Nah, sufficiently strong Haki can let you No-Sell the offence as well. Like how Vergo was able to No-Sell Law's ability before he learned Haki.

We can blame them for allowing their ranks to be filled with incompetent people in addition to the actually competent ones. We can't quite blame them for overestimating Buggy's power because they accidentally chose some of those incomptent members to deal with the task of gathering intel on whichever pirate their scruntizing at the moment, however. I don't think the WG's high command actually realizes just how much incompetency afflicts their organization.

Yes, but not as much as we can if we knew that they already knew that most of their men are too incomptent to be relied upon for sensitive tasks like this, and yet set them on those tasks anyway.

My point is that we can't blame them too much. The rampant incompetency seems either not that well-known of a problem to the leaders or out of their control to remedy.

The grunts' incompetency may not be the fault of the current leaders, you know; it may be an inherited problem from previous leaders who themeselves were incompetent, unlike the evidently competent Sengoku and the like.

Just like, say, how real-life Obama inherited all of the economic and foreign-policy woes of the 8-year-long Bush administration. Do we blame Obama for the US' current economic crisis?
