We don't even know if P3 is coming to steam. With Golden being ported I'd say the odds are decent, but we have no ETA whatsoever.
I'd say ultimately the version you pick depends on if you want to play with a female protagonist, want direct party member control, or you care about the game playing like a VN outside of the dungeon areas. If you care about the first two more than the latter, then play P 3 P.
Depends. Do you care about presenation, gameplay, story, or extras?
FES has the better presentation... it has cutscenes while Portable has static character portraits and dialogue along with sometimes sound effects. You also don't walk around areas on the map so it hurts immersion for many. It also has "The Answer" epilogue which is a nice wrap up to the story but... honestly I'd watch a Let's Play of it. It has a lot of little quirks that bug me.
Portable has the smoothest gameplay and a lot of QOL improvements. The biggest improvement is that you can manually control your teammates; if you're used to other Persona games the AI-controlled teammates might be too annoying to get used to. It also has a route with a female version of the MC that covers the same basic story, but different social links.
Personally, my recommendation is go with FES for a first playthrough, then play the Female MC route in Portable.

But then again 3 is unusual in having 2 separate relreases after its original release and for all I know, a hypothetical remake of subsequent games might've cut the story content from Godlen and Royal

from my research P 4 G's steam was in the top 25 top selling games on the platform last year. Reportedly the steam port also exceeded segas expectations in terms of sales numbers. a steam port of persona 3 or 5 is only a matter of when not if.

you don't need anything on the gameplay side to play scramble, imo. musos have probably more in common than p5.
On the plot side, the game absolutely assumes you've been through the plot of the original are used to the group dynamics. It doesn't make any effort at easing you in if you didn't.

The game involves the entirety of Japan rather than being confined to a single city like the previous three games, and has the Japanese equivalent of the FBI. Given how much territory it covers and that large government agencies are involved, it just feels kinda strange that none of the others show up. On top of which they enter the Jails using EMMA, which is an app that can literally just be downloaded from the internet, meaning any of the previous protags could get their hands on it.
Yeah Naoto's absence was brought upon the wiki and I think I brought it up when I expressed an inquiry as to whether or not 5 was an alt continuity compared to 3-4 on the thread
However that could be explained as Naoto specifically not being high enough on the police force to be in Public Security...come to think of it. How does membership in that organization work anyway
With SO I definitely feel Akihiko would work with the non-corrupt and at least be there to try to improve things, but not a ZIP and the police are so corrupt there’s pretty much no way to believe the Shadow Operatives would be involved as a result.
Granted it’s a lot easier to see things happen as they did in P5 because Yaldabaoth controlled everything from the shadows, including the Velvet Room.

That being said, I do wonder why the Shadow Operatives / Naoto or any members of the Investigation team who would be involved in such things just sat on their butts. I feel like Naoto and the operatives in particular could learn enough of the details about how the Phantom Thieves case went down that they'd immediately start looking into shit.
It feels like a case of Superman Stays Out of Gotham to be honest. Enforced, but not really explained.

With more skill based genres like beatemups or ighters this isnt a problem but for turn based rpgs thats when the problem arises. you would either have to implement them as npcs or make them late game.
