The design on his cape looks like the Imperial Japanese Naval Banner (basically the Asian equivalent of the Swastika in terms of offensiveness), at least. His campaign posters seen in his palace were apparently also designed after ones used by current real-life PM, Axis apologist, and general creep Shinzo Abe.
Then again the naval banner design is also on Ryuji's shoes, which got the game in hot water in Korea...

I always assumed that Shido's lack of a political stance is that he never had one, the only cause Shido fights for is himself. All his political rallies and stuff are just preying on peoples fears and telling them what they want to hear, rather than a genuine effort towards anything.
That said, I didn't miss the nationalist undertones either.

Given what a powerful demographic they are in Japan (even in comparison to the US), I've also considered that maybe the devs thought explicitly blasting the ultranationalists/far-right would get Moral Guardians calling for their heads on pikes.

is a humorous and not always affectionate skewering of the game... but damn if it isn't hilarious.
The video is actually sponsored by Atlus and ends with a trailer for Persona 5 Royale. I'm not sure if that makes it funnier or not.

To be fair, the song itself is from City of Angelsnote and so isn't written with Joker in mind. But yeah, Joker (and P5 as a whole) would probably stand to benefit from being more than a player insert.
