Is Royal worth picking up for someone who already beat the vanilla version? Is the new content wort it? Can only really afford one game right now and am deciding between this and Doom Eternal.

The Palaces and bosses have been changed a bit, there's some new stuff to do, you extra months in the form of January and February. I think there's been a definite effort to address some of the criticisms aimed at the original in terms of gameplay.
If you thought Golden was worth getting for someone who's played 4, the same is true for Royal.
Heart of StoneI'd get Doom just because it's a new game.
Its basically the equivalent of P 4 G and P 3 FES, and the new content is considered to be done even in better compared to the new content for those 2 games, so yeah, I'd give it a shot. I'm waiting till my birthday later in May though, especially with all the virus stuff going around.
And Persona 5 Royal is a new game. The dungeons are almost entirely different now for the most part.

I also liked the cutscene where Akechi and Makoto just glare at each other while eating sushi on Sae’s yen.
They also gave Yusuke a love interest to show he’s not gay.

I'll probably pick it up eventually, but I haven't even gone back and done a replay of the original to see all the Social Links Confidants that I missed my first time through, so I'm in no particular hurry.

Heart of StonePersona 5 Royal is like a pinata of new mechanics and content, but I'd only recommend a buy right now if you have money to spend and didn't play the original at all. Otherwise wait for a sale.

Game's good. It p5. Still my favorite game. The new stuff so far isn't doing too much for me, aside from take over being so much better than last surprise. the thief den is a nice touch though.

Good thing that I've never cared that much for alternate costumes (helps that the Phantom Thief costumes are already cool) because hoo boy are they not cheap.

Don't catch you slippin' now.The extra costumes also come with new accessories and battle/victory tune music, which is nice if you grew tired of Last Surprise all the time and/or just want to vary it up.
In fact, the extra music is why all the costumes are expensive. Licenses and all that.
