According to Smash Wiki, his other costumes reference the main colors of each Persona game and Akechi in both normal and ‘Phantom Thief’ colors.

When ever Goro comes up, inevitably the train derailing and the countless dead because of it is mentioned.
I've heard this is a "FFXIII issue" where they made the cutscenes first and added plot later.
Anyone know if that's true? It would fit, they had that train thing - which matters not at fucking all - and then just said "uh...Akechi did it!"
We'd need inside information none of us are privy to in order to confirm that. At best we can just speculate.
That said, it takes a bit more effort to make a traditionally animated cutscene as opposed to a C Gi one, so I find that unlikely.

I'd assume he was. He was the only one who could actually enter the Meta-verse. Though those scientist dudes seemed to think they could still manipulate things even without him, but that might have actually been Yaldaboth making them think they were more powerful than they really were.

I disagree, though. It was part of Shido's propaganda machine that the mental shutdowns were a sign of society's decline so it's pretty effective to contextualize how far he was willing to go.

I would say it's less that they made the animated cutscenes first and more that they clearly did some heavy rewrites after the cutscenes were already in production. You can clearly see the seams where things don't quite line up, especially in regards to the game coming up with weird excuses for you to be wearing your uniforms, etc.
In this sense you could say that even the idea of having animated cutscenes is a bad thing for development sinces it forces them to lock things down earlier than they would otherwise. It's especially a shame since game engine cutscenes look just as good or better these days.
Arguably the entire Hawaii sequence only exists because of the airplane cutscene: it's really quite irrelevant and doesn't fit into the plot very well.
But the slice of life stuff has been in Persona since the third: it doesn't need to fit neatly into the plot, the whole point is to show the characters dicking about.
I'd say it's a bit jarring because it's the only sequence that has no relation at all to the plot, other than showing Haru early. Unlike, say, P4, which is chock full of them.
