It's not about Palutena. More specifically, he categorized royalty above divinity. That is hilariously blasphemous.
In politics, the royal class derives its "specialness" from the divine. What separates royalty from nobility and "justifies" their absolute power over the land is the claim that their super special lineage is blessed or ordained by the almighty divinity.
By ranking them this way, Marth is asserting a Divine Right to Rule that transcends the very gods themselves for not only himself but all the royal class. The ego on that is phenomenal.

Yeah, considering you seem to beat down evil gods in the Fire Emblem games on the regular, it's no surprise he ranks them below royalty.
Technically the only real god who's a final boss is beaten by Ike, who's ironically the only non-noble Lord. The others are all Divine Dragons, who are technically not gods.

It's in the name, though. "Divine" dragons. Thus, Divinity ranks below Royalty.
Naga herself claims that Divine Dragons are not gods because they can neither create nor unmake, unlike Ashunera.
I suppose "Divine Dragon" means something like "dragon blessed by the gods."

- Who are the two mercenaries flanking Fox? They look like Snake and palette-swapped Snake.
- What's the exactly hierarchy below mercenary? One assume that Peasantsnote and Literal Animalsnote are the bottom most tiers, but IDK what's between them and mercenary, and nor do I presume to know which one of those is considered the lowest.
