I think that's true for some people, but certainly doesn't describe everyone. It definitely does not describe all art. Some forms of comedy, perhaps, but not all of it.
Art makes people feel emotions. That's kinda the point of it, as I see it. It can be ANY emotion — joy, sadness, arousal, anger, whatever. Some works only aim for one emotion, while more complex ones aim for several over the span of the art — a book typically has happy moments AND sad moments.
I don't think the purpose of why we have art is a necessarily interesting discussion, personally, but if I were to wager a guess at it, it's a simulation. It's supposed to strengthen us by getting us used to emotions. We want to feel fear because fear is a superpower, it helps us survive, so we watch horror movies to train our emotional responses for fear. And now we're on edge when we walk someplace dark, because our mind has been trained that jumpscares pop out of the dark, so we're more ready if we ARE jumped by something.
Putting it down purely to an enjoyment of people suffering is, I think, a vast oversimplification.
"We're home, Chewie."fucking co-worker keeps skipping work because he'd rather stay at home and get stoned, and i can't confront him on it because when i do he claims it's because he's having some "serious mental issues" he's going through so then i'm the bad guy for being insensitive about said issues
which always seem to occur on saturday mornings every week after he admits he likes getting really high on friday nights, and are otherwise completely absent any other day
and he's still fine enough to come in and pick up his paycheck three hours later and then complains he doesn't get enough hours
and he still comes into work high as fuck on some days anyway and takes fucking years to do anything because weed impairs your ability to function a hell of a lot more than he seems to think it does

it's funny because i told him i was against recreational drug use including weed because "i don't give a rat's ass what you do in your spare time, but if you can't stay sober long enough to come into work and do your damn job, you have a problem and most stoners i have dealt with don't seem to grasp this"
