On Steam, if you "own" a title, are you allowed to transfer/gift it to someone else's account? I have a copy of Grid Autosport I got for free with my PC, and the sys reqs are much higher than what I am running on my PC (yes. I know. They gave me a Steam code of a game that doesn't run on the PC its bundled with).
So yeah. a) is there a way to gift it, and b) who would like to have it? (offer valid unless the game runs successfully on my PC)

Valve has been considering the possibility of allowing people to sell their licenses to Steam-purchased games, but I don't think there's any such system in place yet. The only way to gift a game to someone else is to buy it as a gift with the intended party selected at the time of the transaction.
