Yeah, the Bible is one source of it. Which is ironic, since the snake is the symbol of Asclepius, the ancient Greek god of medicine and healing.
I imagine that there's some similarity to human reactions to spiders: some are dangerously poisonous, and it's not always easy to distinguish between dangerous and non-dangerous versions, so a general aversion develops. (Not to mention that the bite likely hurts either way.)

I remember seeing this thing on Animal Planet about animals in the Bible, and some say Moses's staff may have turned into a crocodile.
People seem to fear reptilian creatures in general. Dragons don't exist, and yet they're a universally recognizable mythical animal that's present across many cultures. They seem to embody all our fears about reptilian creatures. Of course, normal reptiles don't breathe fire, but that might be an interpretation of a burning sensation caused by snake or lizard venom.
Reptiles are considered fearsome because they're venomous, snakes more so because they appear small and not so harmful. They don't even have legs. Spiders are held in a similar esteem but there's also an element of alien weirdness to them that reptiles don't have.

It seems not. While its precise origins are unclear, the caduceus is a symbol of heralds, Hermes in particular, has two snakes and is often winged (whereas the Rod of Asclepius only has a single snake), and considered a symbol of trade and commerce.
Apparently though, they frequently get mixed up in usage as a medical symbol.

Every time I go there I try to get someone to let me play with the snakes. They're really nice to hold, really smooth. The only thing I've been warned about is not to wear a coat or a shirt with baggy sleeves because snakes like to slither inside.

what do you mean I didn't win, I ate more wet t-shirts than anyone elseFrom my assessment, the Eastern dragons are portrayed with more respect but are still generally seen as fierce and proud creatures. They also differ from European dragons, being more serpentine, and sometimes mammalian.
