I love the idea of characters gaining new skills and magic by finding them (like an ancient warrior scroll the orc can read, or a piece of machinery the goblin can tinker with).
That being said, I don't know if we decided on how we're doing skills yet.

One of my few regrets about being born female is the inability to grow a handlebar mustache. -LandstanderWell, with all suggestion, always keep in mind that we are all amateurs and that Ruby and the engine itself have their limits. Also, each and every variable in our character system does make the fighting system a lot more complicated, That said, I think so far all idea could be realized.

A mix of both could certainly help. After all, my system means it's all too easy to gimp a character if you couldn't find enough of their skills.
How about something like this: basic techs are learned upon level up. You can later find advanced versions of techs that are just the same but more, and finding an advanced tech will also upgrade the combo attack it's related to.

Do you know that a Mid-Season Upgrade is already planned?
The different "techs" out heroes steal from the different races will give them new, different abilities. If it is manageable, you will be able to freely assign the upgrade. I wouldn't add other findable techs, if only because it would lower the impact of the major upgrades, both in terms of story and gameplay.

- Orc Warrior - Melee unit, tanks well for party. Possible weapons, Sword, Axe?
- Fairy/Satyr Magic Knight - Versatile unit, will have skills that combine magic and force. Weapon, Spear?
- Elf Ninja - Speed unit, either long range or versatile range. Possible weapons, Bow, Daggers.
- Goblin Engineer - Slow, strong unit. Strong melee attacks as well as mid-long range techs. Weapon, Technology (His mecha, possibly guns?)
- Human Necromancer - Main magic user, has healing spells in addition to traditional necromancy.
I only just noticed Black Humor's sig link. Provided this is actually going anywhere, I'd be happy to be part of this. I'm terrible with programming, and I'm sure you don't need everyone trying to write for the plot and characters at once, (although I certainly wouldn't mind contributing to that either) I'd be happy to, say, write NPC dialogue.
I need some deadlines or a bit of prodding to be productive, but I get a lot more done when I have other people placing expectations on me, so this would be good practice.

So let me get everything straight here, correct me if I'm wrong:
This is going to be an RPG made on RPG Maker XP. It's going to use a fighting system similar to Chrono Trigger. The story is that there are a whole bunch of races that have been at war. Recently, the orcs have summoned their "gods" to help them stop the war. When the other factions hear about this, they put aside their weapons and see what's happening. Instead, the Neater Monocles have chosen to take over instead. To do this, they take over the dead bodies of the soldiers from all sides. When the factions find out about this, the trust that was building has shattered. They all go back, hoping to fight back the onciming war by themselves. The main characters, knowing that this is a bad idea, go to each faction to steal their superweapon to use them all at once against the Neater Monocle. Once that's done... I forget.
The main characters are a female orc, a Feyfolk Magic Knight, an Elf Ninja, a goblin riding a mech, and a kid human necromancer.
So...
