I dislike character-named tropes in general, as characters have more than one attribute, and this reduces them to just that attribute, and limits the trope to others that are like them. The Cruella could be someone who only wants real, soft fur, or someone with a deathly pallor and white hair, or etc...so they are not as clear. But is there misuse? Are people unclear about what characteristic makes one The Cruella?

No. 3 might be confused for "A character who frequently preforms evil deeds," instead of a more literal interpretation.

I don't have any new suggestions. Hates Animals is good. Literal Dog Kicker made me laugh, but it might be too unclear.
Let's look through the wicks (excluding indexes and similar pages). Also listing edits I'm making as I look through them, for the sake of disclosure.
- 101 Dalmations: Technically correct since she is the Trope Namer.
- Dexters Laboratory: Although there is just the name, Peltra does fit this trope, so it's correct.
- Characters.A Series Of Unfortunate Events: Correct, although the content is on the trope page.
- Captain Planet And The Planeteers: Listed as an aversion for the most part, as it would seem like a trope fitting the "just because" anti environment villains.
- Characters.Captain Planet And The Planeteers: Correct (as noted, it's not a total aversion).
- FetishFuel.Disney Animated Canon: Incorrect, as the work should be potholded, not her. Fixed it.
- Characters.Disney Villains: Again, trope namer.
- Evil Poacher: Correct, as listing it as a Sister Trope.
- Fur and Loathing: Correct, as listing it as a Sub-Trope.
- Gundam Abridged: Correct.
- Impossible Creatures: Possibly correct. Haven't played the game.
- Kick the Dog: Correct, as it lists Mr. Burns in the context of this trope.
- Neutral Evil: Perhaps correct. Depends on if you think this trope falls under that alignment.
- Pop-Cultural Osmosis Failure: Incorrect, as it lists the character, not the trope. Fixed it.
- Pound Puppies: Correct. The antagonist is basically a Captain Ersatz of Cruella, which includes being this trope.
- Rugrats In Paris: Perhaps. Haven't seen it.
- Strawman Political: Correct, as listing it as a Sub-Trope.
- The Simpsons: Correct, as Mr. Burns falls under this.
- Characters.The Simpsons: Same as above.
- Tiny Toon Adventures: Correct.
- Troop Beverly Hills: Correct, although the instance is atypical for this trope. She also wears the skunk she kills, which wasn't in the page when I saw it, but I edited it in.
- Unholy Matrimony: Incorrect, as the work should be potholded, not her. Fixed it.
- Characters.Wallace And Gromit: Perhaps. Haven't seen it.
Now even though I fixed those three incorrect uses, I will count them. So we have three misuses out of 29.

I personally think The Cruella should be iconic enough to get the point of the trope across. 30 wicks in a year and a half doesn't necessarily mean it's the name's fault, if it's not all that common a trope. Come to think of it, if a trope has a low wick count, it seems to me like it's likely to stay low since it's not being seen enough to get spread.
On the other hand, some would scream Fan Myopia at me for saying she's iconic enough and blah blah blah, so at the very least, a redirect or two is in order.

I know, it was a pun on Kick the Dog that was done better with Literal Dog Kicker. I don't really like Loves To Kick The Dog, but I thought I would suggest it anyway in case someone else would like it.

As to whatever Cruella is iconic enough, I don't really know. She was not particularly memorable to me, but I might be based because I don't really like Disney. When I think of Cruella, her love of fur coats stands out more to me then her hate/sadism towards animals.

Anyway, love for fur is under 'animal hating' steriotype, so it is fine.
Anyway, it don't seems to have a considerable number of misuses, but the number of wikis is small. How do we usually proceed in this case? I find hard to believe the problem is the name, although I admit it could be the case. How would we check that?

The wick count is indeed unimpressive, but not every trope can have a bajillion wicks. There needs to be evidence that it's actually under-represented here, relative to how common it actually is in the media.
A more searchable redirect wouldn't be a bad idea, I suppose, (but there's no need for a lengthy discussion for that) though honestly, if I wanted to find this trope without knowing its name, I might just search for Cruella anyway (to see what trope she fits under :P).
That at least is a good argument.
What about tweaking it? Keep her as the trope namer, just better context than "The" (which I assert for a lot of those tropes)?

Cruella to Animals is certainly more clear, and does have a nice punnishness. Except for my aversion to character names in general, I like it.
