RED and BLU are the same. It's just the nine Mercs getting paid to kill each other all day, during which they periodically swap between their RED and BLU outfits. That's why they love their job so much. They're getting paid to indulge their psychopathic desires in such a way that the fun never ends. They spend their workdays killing themselves and respawning, and periodically change the team line-ups to keep it interesting.
Remember, the smartest Son of Mann still could not conceive of a way to power his robots besides literally burning money, it's completely in keeping with the setting that the Administrator would think that the two teams would be completely separate even though they're made up of the same nine guys.

In fact in general I really enjoy playing directly against Star wannabes because it's kind of tiring see a bunch of people trying to Market Gardener all the time, or play as really obnoxious spies in a corner, or in this case, try to uberchain.

The Headtaker is also always untradeable by default due to requiring untradeable Haunted Scrap to be made (I used all my untradeable scrap from achievement weapons to craft it, to put it to use, in fact).
I'd like to see a Headtaker Strangifier some time. We got a Frying Pan Strangifier, after all, so it's not as though they're opposed to giving special weapons the Strange treatment.

You cannot firmly grasp the true form of Squidward's technique!It's kind of irritating, but Halloween in the game officially begins somewhere around the beginning of the week of the 31st and lasts until late November.
But you can find servers running Halloween maps often as early as September.
Halloween is what got me to stop playing practice mode and start playing with real players.
