Well, there is now the Halloween weekend sale. Wallets are going to SCREAM for the next two months I guess.

Cave Story +, which was released yesterday is currently selling for $8.49 ($9.99 listed base price).
Just got Portal 2 and Orcs Must Die at the discounts they're in now. Can't go wrong with that. Now to wait for the New Vegas DLC discounts...

suggests that this requires a "confirmed address" on Paypal. I guess that means I enter the address I have on file on my Paypal account?
I bought myself Orcs Must Die!, as well as a gift copy of Mass Effect 2 in case I change my mind and want to trade it for something else.
I'm mainly waiting for New Vegas' DLC to go on sale, as well as Mafia II.
I put on my robe and tinfoil hat...Paypal will handle transactions for you even if you have no money in your Paypal account, or even no actual paypal account. I just use it to speed online checkouts and sometimes have my family send me cash.
I don't know of any special ways Paypal would interact with Steam, but I doubt there are any. If you maintain funds with them, they take that first, and after that go to your credit card or bank account.
Payments made to Steam should be available as soon as payments made any other way. The only delay that I've seen in transfer of funds is from Paypal to my bank account.
