We don't actually see a whole lot of snipers on Team Rick, let alone rifles for them. Michonne had one and Negan took it. Rick darn well tried with the whatever-rifle he was carrying and might have succeeded, but the priest pulled him away at the last second.

Looking at the terrain as presented in the episode there's not a good vantage point to stick a sniper where they'd still be in cover, and shooting up from behind cover seems unconducive enough to marksmanship to allow Negan to dodge out of the way.
I'm mostly just confused as to how he got injured in his second last scene. He ran inside apparently uninjured, then he's outside dragging himself along on the ground. Did he take a step outside to flip Rick off when the shooting stop and the explosion knocked him to the ground?
Rosita is at home licking her gunshot wound. They were 2 people with the element of surprise on their side, unlike Team Rick-Maggie-Ezekiel who are leading an army to Negan's front door.
Another problem is that killing Negan alone doesn't actually stop the Saviors. It just grants Rick's group some personal vengeance for Glenn and Abraham.

...that is what gets me. He was in the middle, he should have run backward, and literally everyone else managed to get inside.

I honestly agree with The AV Club review of this episode (they gave it a C). There was a lot of pew pew and bang bang, but not a lot of... substance. Two episodes into the eighth season and we're already getting some filler that honestly feels like the worst excesses of Shōnen anime adaptations.
This show is blessed to have as much acting talent as it does (and it has a lot), because they honestly carry a very thin story and script a lot of the time.

Do not obey in advance.If they didn't the audience would assume that Team Rick is made up of inhuman, two-dimensional monsters and the Six Deadly Words would be invoked because they simply execute everyone they meet.
Also, Rick specifically offered mercy to... wait, I missed the first 14 minutes, so maybe Rick said something else when they broke into this facility?
