Yeah, I can't imagine how the ocean size could have been an accident, but I also can't imagine why anyone would have consciously done that.

I'm not gonna say if Dexit was justified or not.
Buuut, I will say that it's been rather noticeable that ever since Gen 6, we've been getting less new Pokemon as opposed to redesigning or reimagining older ones.
So yea, they've definitely been trying to cut back on the bloat.
A lazy millennial who's good at what he does.The bloat thing is dumb, because it's not like they're ashamed of having new Pokemon. They made a big deal over Gholdengo being Pokemon No 1000. IRL the number of Pokemon will only ever be a tiny percentage of the number of real world animals, if it even reaches **a** percent.
I can kinda see Dexit being a product of competitive balance, with them now giving every Pokemon the generational gimmicks, some Pokemon aren't designed with said gimmicks in mind (Such as Shedninja). But those cases are the minority, and it just feels like GF has some need to control what Pokemon are used for a given playthrough nowadays, which IMO is a generally bad thing.

We did get a dolphin in Generation 3, but I get that you meant a non-orca dolphin.
I'm honestly surprised it took till Generation 9 as well. I always figured a dolphin would be one of those animals that got used as inspiration very early on.
As someone who likes whales, I really do hope we get a Pokemon based on a sperm whale (or at least some sort of toothed whale) in the future.

Chandelure /Grevard are based on Hitodama Light.
Plus Raikou is based on a Raijū. And Hydreigon like what's it's based on is Orochi

Growlithe and Arcanine are based on Komainu/Shishi.
Electabuzz is based on the depiction of oni wearing tiger skins, sitting in the clouds causing thunder by playing drums.
Magikarp and Gyarados are based on the story of a carp climbing a waterfall and becoming a dragon.
Dratini line is the Dragon-type most based directly on Asian dragons, which could be considered a youkai.
Cyndaquil line is possibly based on the Hinezumi/fire rat.
Ariados is possibly based on Tsuchigumo.
Raikou, Entei, and Suicune aren't really based on any particular youkai, but they're all meant to be reminiscent of youkai or shinto gods.
I don't think Lugia was really meant to be based on a specific mythical creature when it was designed, but there's some later things that retroactively associate it with Ryujin/Wadatsumi, the king of dragons and god of the ocean.
Ho-oh is right in the name, it's based on the Houou/Fènghuáng, ie. the Chinese phoenix.
It's not exactly a youkai, but Whiscash is based on the legends of giant catfish able to cause earthquakes.
Absol is possibly based on the Hakutaku/Bái Zé.
Snorunt is a Zashiki Warashi, and Glalie is meant to look like an oni mask.
And also not exactly youkai, but Tornadus, Thundurus, and Landorus are based off the gods Fujin, Raijin, and Inari, and them and Enamorus' Therian Formes are based on the animals of the four gods.
It's a bit of a stretch, but Goodra might be based on the Shussebora.
Phantump is based on Kodama.
Not youkai, but some other interesting ones based on Japanese cultural objects. Baltoy/Claydol are based on Shakouki Doguu statues, Castform and Shuppet are both visually based on Teruteru Bouzu dolls, Bronzor/Bronzong are based on a bronze mirrors and bells made in ancient Japan, and Darumaka/Darmanitan are based on Daruma dolls.

I do wish they used Dexit as an excuse to buff old timers more, and not just the popular ones. Do more Gen 7 esque buffs damn you, it made Torkoal and Pelipper usable.
