I believe someone already posted this on one of the Fridge Brilliance pages, but the reason why the Galar starters are closer to normal size in their G-Max forms is because they were gifted the ability to G-Max, where most Pokemon with a G-Max form already have the ability to do so.

My Drednaw (Draciel) learned Razor Shell but my Biancle and Wimpod (Guzma) are still at Level 28...if I can get them to level 32, I'll be ready, but Biancle won't have any water type moves but Water Gun till Level 37 or something.
