Double checked, and apparently it's a bit more complicated than that. It has something to do with a variable in the stat calculating algorithm that equals the base stat for each given statistic and Pokemon.
I have an unpopular opinion that Grovyle and Sceptile could’ve been Grass/Dragon from the start and not much would’ve changed regarding the difficulty of the main game of Ruby and Sapphire. Yeah, it would get normal damage from Fire attacks but considering how good Blaziken is in competitive and the fact that Dragon types were mostly relegated to pseudo-legendaries and pokemon you had a hard time getting (Evolving Trapinch or Swablu, finding a Dragon Scale to trade Seadra with) it likely wouldn’t have done much harm to have a starter have the typing.
Plus Mega Sceptile still has a lot of weaknesses so it’s also balanced out with that too.

The BP required to get the Mints and Bottle Caps are easier to get than ever, too. There'd be no need to soft-reset for roamers unless you're specifically going for a shiny - which would require a lot of SR-ing regardless. Not to mention you'd only have to find it shiny once, and then you can save before your next encounter with it.
It would help if:
- There aren't too many of them. Looking at you, Platinum. One or two would be just fine.
- The legendary(/ies) in question have a decent in-story reason to roam. Mesprit is a good example, wanting to play with you (at least according to the professor). Tornadus and Thundurus also have a sort-of explanation, being troublemakers in the lore. The other roamers we've had either run/fly off when you meet them, or just kind of... show up.
- You could see them in the overworld. Or if hiding in plain sight would be out-of-character for it, it could have a unique "!" indicator for its hidden encounters.
- Their catch rates would be just a little bit higher to make up for the difficulty of tracking them down. Maybe in the 15-30 range.
It's not just competitive players that hate roamers, though. They're just not fun to deal with

If there were a region full of regional variants. I think it would be nice interesting if we got regional variants that were transported through Ultra Space from alternate worlds to see a pokemon look so alien.

Ultra Space Shuckle
Fire/Ice
Ability - Levitate
HP - 75
Attack - 30
Defense - 100
Special Attack - 100
Special Defense - 100
Speed - 100
The appearance could be a Shuckle surrounded in a chunk of ice that has a more reddish skin tone with fire blazing out of the backside and bottoms of the ice chunk’s holes. The possible lore is that this variant of Shuckle is from an small area in another world that were to constantly shift from hot to cold and the species of Shuckle trapped there had to adapt to accept either condition. Could see it having its moveset mainly consist of Special Attack reliant moves with the only weakness being it’s horrible lack of physical moves.

I think if Game Freak were to experiment with having two sets of starters. I think they could just have the second set of starters be Fighting > Steel > Fairy since it were to also introduce a good though not perfect type triangle
- Fighting is strong against Steel but weak to Fairy
- Fairy is strong against Fighting but weak to Steel
- Steel is strong against Fairy but weak to Fighting (Even if Fighting doesn’t resist Steel but they could just retcon it, Steel could use a bit of a nerfing.)
But considering how strong Steel and Fighting are against the early game pokemon I think it should be balanced out by having them start out as pure normal types. Before evolving to have the types they would be assigned to be given to them before evolving once more to replace the normal type or get rid of it altogether
An example could be
Werewolf/Neanderthal hybrid - Normal > Normal/Fighting > Electric/Fighting
Faerie Dragon- Normal > Normal/Fairy > Dragon/Fairy
Griffon/penguin hybrid - Normal > Normal/Steel > Ice/Steel
Another way they could try do another set of starters could have them be regional variants of a previous set of starters like A previous suggestion I had made for regional variants of Starters.

Team Magma could have the Seedot line while Team Aqua could have the Lotad line.

One shared element of the starter's Gignatamax forms is that their physical bodies aren't gigantic. I think Rillaboom and Intelleon are literally the exact same size, and Cinderace only looks 3-4 times larger.
