The deck was stacked against Regice pretty hard I agree. Ice types are better as sweepers than tanks, and Regice lacked both the abilites and the moves to make it a decent-ish tank.
He's actually my favorite out of the original regi trio, design wise.
Regice used to be my favorite, but then Regirock grew on me more.
Something about its lumpy, asymmetric design is appealing to me.
Ice types are great if they are fast as fuck.
Ice moves are much better than Ice Pokémon more often than not.
Ice is not that amazing of a stab move, actually - four resistances makes finding a counter easy enough, even with four weak types.
So you need a fast, aggressive Pokemon with a secondary type that can effectively cover what resists Ice - a very specific circumstance.
Maybe a fast Ice/Fighting Pokémon would be good?
Ice has plenty of synergy with Ground and Electric tho. And, all in all, getting coverage moves for Fire and Ice are easy enough, a coverage for Steel is mandatory, and Water, well, it is a good defensive type, and Freeze Dry is a thing.
But Ice/Dark doesn't really synergize yet it's one of the best ice types in the game, practically because it's a speedster who hits hard and has a nice toolset.
I think that says more about all the other Ice Types than it does about Weavile.
Which is why I propose to turn all ice types into fragile speedsters. Galarian Avalugg that looks like a skating rink.
Movepool and abilities are pretty important too. Ice types tend to have meh coverage if I'm not mistaken.
Pure ice got ice move and only ice moves and some normal moves while pure water get water and ice plus some normal moves. It like the universe shit on ice type or something since most water pokemon can outdo the only thing they good at.
I've rocked a glaceon for years with shadow ball, ice beam, mirror coat, and barrier.
Elesa is supposed to be stoic, with the occasional Not So Stoic moment, so I wonder why all the Truer to the Text adaptations (Pokémon Black 2 and White 2: Introduction Movie, Pokémon Generations, etc) portray her smirking. Maybe she isn't as stoic as fans think.

My guess is: it was OP until Dark Void got nerfed into the sun in Gen 7.
It's weird to see FSG upload on Friday.
Hopefully they lessen the nerf this gen if it's in the dex. It was extremely annoying to fight but there are better ways to nerf things.
It was OP until more Ubers started getting their hidden abilities in B 2 W 2 and just kept falling from there.
