Or, just do what they should have done no later than Gen 3: put actual, competent trainers in Victory Road, ones that conceivably could have beaten the Gyms and were now training to take on the Elite Four and Champion. 6 mon teams, every member with a relevant battle item, and a decent moveset. You do not have to give them all competitive movesets or inter-supportive teams ripped straight from Smogon or VGC, but having ostensibly Elite Four-ready trainers wielding 2 or 3 mons each, most without battle items and often 2 or 3 total moves, and marginal ones to boot is beyond a little ridiculous. Making sure all the trainers are of types using the slightly improved AI of Ace Trainers would also be welcome, though later Gens at least have a lot more of them relative to other types with worse AI.
TL;DR-just do what people have been asking for since GSC, and have at least some non-Elite Four trainers that are not cream puffs.

I've brought up both the idea of giving Ice a Flying and Water resist and having them increase their Defense in Hail.
Both make sense, water takes a lot of energy to change its form, which applies to solid water as well, and wind isn't really capable of breaking ice and doesn't clear snow so much as just pile it up. Ice gets harder when it's colder, hence increasing the Defense stat.

Though I don't think Ice should resist Water as it melts when you put it on water.

Put them on Victory Road in their penultimate rematchable forms. And, like you said, give them some AI upgrades for those battles.
It wouldn't technically be a Boss Rush, because they aren't the Gym Leaders, but it would give a nice note of continuity insofar as you and The Rival aren't the only characters trying to be the Champion: these trainers would effectively be a bunch of Unknown Rivals making themselves known. It could make for a nice Boss in Mook's Clothing Rush, though, depending on the upgrades.

Also, make their encounter text like they remember you fighting them and being their inspiration to get Gym Badges and all that, ranging from "thank you" responses to being dicks about it.

Goddammit, Schezo...Recently a bunch of Gen 1 beta assets surfaced.
Among other things, some of the pre-evos found in Gen 2's beta were originally meant for Gen 1, and the popular theory that Cubone and Kangaskhan were originally related was confirmed.
So why is Cubone a Ground type while Kangaskhan a Normal type?

Marowak just had a further evolution that held a baby Cubone similar to Kangaskhan, and it got cut. It's unclear what the similarity to Kangaskhan means. It could even be a coincidence, and they cut it for being too similar to Kangaskhan.
Shame on Alolan Marowak killing off the possibility of a Ground/Ghost Mega Marowak with Parental Bond...
Some more main point from the Gen I beta sprites.
Gyaoon (super early Pokemon that kind of looks like a simpler Tyranitar) got a pre-evo before both got cut that looks like the Substitute doll.
There was a Pokemon similar to Jynx in between Magma and Electabuzz that would presumebly be the final member of their trio. It seemingly got cut in favor of just having Jynx.
There was a 2 stage squid Pokemon, that probably got cut because it looks simple and they already had Tentacruel. A bat Pokemon that looks like a simple bat decoration, likely cut in favor of Zubat. A 2 stage fish Pokemon, that probably got cut because they had enough of those. And a 3 stage lizard-like Pokemon, that I imagine got cut for being too simple looking. There's also some 2 stage round Pokemon with Japanese topknots, that's impossible to tell what exactly they're supposed to be from just back sprites.
There was a mid-stage between Psyduck and Golduck, that probably got cut for not being different enough from Psyduck.
The Meowth, Vulpix, Ponyta, and Goldeen baby mons, and the electric tiger line from the Gold beta were all Gen I Pokemon that got cut. The tigers also had a mid-stage that got cut before being put in the Gold beta.

what do you mean I didn't win, I ate more wet t-shirts than anyone elseThe beta leak doesn't have data on evolutions, but considering that baby-Goldeen, Goldeen, and Seaking are all right next to each in the game data, are at a point in the data were Gamefreak was mostly adding whole evolutionary lines together, and Goldeen and Seaking have identical horns - notably both used to have spiral pattern horns in early sprites - I would think that they were always meant to be an evolutionary line.
I dont think its a coincidence where just in gen 7 cubones cries can attract kangaskahns to the area. Thats 20+ years of hints

I might get some flack from it, but that's like saying Pansage is supposed to evolve into Simisear.
Maybe this goes against the point since you usually expect a lot of trash mob trainers on routes, but what if like normal there was a route before the league, then entering the Elite Four area locks you into it, but instead of just going through 5 rooms you fight the Elite Four and Champion across a route? Alternatively, the same thing but the region doesn't have an Elite Four, but like an Elite Seven or something, justifying it being a route.
