In comparison to the Street Fighter video, The previous videos showed a clearer familiarly with the material being parodied. The strength of the previous videos came from how the references were written to enhance the jokes, rather than the reference being the joke.

Adding to that, the backbone of comedy is the unexpected. A thing happens that is not at all what you thought would happen. Maybe it's a more extreme version of what you expected. Maybe it's a complete subversion. Whatever the case, it's funny because it's surprising.
In addition to the previous points about it being a shallow parody, part of what just doesn't make the Street Fighter short work is that Cell actually fights them. There's nothing funny about that, because there's nothing unexpected to be had. When Ryu grabs Cell for the Shun Goku Satsu, it's not funny that Cell is left standing and Ryu is on the ground because that is the only way that was going to end.
What occurs is exactly what you know is going to occur from the moment Ryu grabs him. Possibly from the moment he starts succumbing to the Dark Hadou. It is an entirely obvious, predictable, and boring outcome. That is the antithesis of comedy.
By contrast, when Yugi challenges Cell to Duel Masters, we've all seen this setup before. Someone from a series that has a sort of alternative to actually fighting is pit against someone from a kung fu series and inevitably gets the shit kicked out of him 'cause he doesn't know how to fight. Seen it a million times.
How many people actually expected Cell to play the f*cking game? That, right there, is what made that short easily the best of the three. It took a unique twist straight into uncharted territory and hilarity ensued.
