Majin Buu might not be a god, but I don't think he really counts as "mortal". From the sounds of things he's existed longer than they have and in someome ways seems more "godly".
Oh, and "mortal" is totally a fine translation of the word "ningen" albeit much less common. Japanese is more fast and loose with these things.
Zamasu was an apprentice and also insane. I don't think we should be using him as the authority on matters like this.

There are gods over gods over gods that have always been around and even known about by Freeza, but just weren't mentioned until now.
Rarely is a character being made or introduced as stronger than the last thing given much more explanation than "they just are", or "the potential was always there".
GT's "he's even stronger than Majin Buu" scene is shockingly on-brand for how memed it is.

Low class Saiyan? Not as strong as Elite Saiyan. Not as strong as the strongest being in the universe (who is fittingly way stronger than a character boosted by a rare galactic event). Not as strong as a bio-engineered monster made from said strongest being. Who isn't as strong as some ancient evil that had been sealed away for millennia. It all made some sense to me.
... other than Androids. Cell worked for me because his power was partially based on Freeza's, but the Androids just... were that damn strong.

Yeah, Bulma broke the universe and did something thought impossible, and she admitted that Gero was beyond her level. Gero is the best robotics expert in the universe, and he makes Freeza's best scientists look like children struggling to put together a model radio. Hell, Bulma's very first feat of science was creating a detector that can sense goddamn MAGIC over an absolutely absurd radius!
I do believe, according to Jaco, her first feat of science was actually fixing a spaceship.
Although I suppose that's more a feat of engineering but whatever.

I have a message from another time...Oddly, capsules are easy to overlook because they're so ubiquitous to the setting. They're just so commonplace that it's easy to not think of them. They invented this incredible technology that basically reinvents the entire concept of how society functions and has infinite ramifications for the global economy, but then Reed Richards wasn't useless and instead mass-produced it and now it's everywhere.
And since it's everywhere, it's easy to forget how insane that technology really is.

Unfortunately, that would require some understanding of Android tech (or at least I think so) and Toriyama made sure there was noting left of that but 17 and 18, plus Bulma and her father together can't even understand it anyway...and the Z Warriors destroyed any notes or records when Trunks and Krillin destroyed the lab, which I now question since the only thing they really needed to destroy was Cell.

It would have been interesting to see what happened if Buu awoke a little sooner, and created a sort of massive gang war...unfortunately, I already know that answer.
