Someone asked a bit back what PIS is, PIS and CIS are terms usually thrown around in the hypothetical vs scene, where people compare and pit fictional characters against each other. PIS is Plot Induced Stupidity, where a character acts dumber than they logically should be because the plot demands it. CIS is Character Induced Stupidity, where a character makes a dumb decision that is completely consistent with that character's personality because that character is kind of dumb.
Just throwing it out there, I loved the Black Water Mist arc.
Hated its resolution (I'll open the Dead Zone! AGAIN!) but it was great to see basically a Lower-Deck Episode and some normally useless characters got to do something, it was largely won with guile which is just odd.
Plus, pimp suit Krillin.

The handwave was that the Makyo Star was nearby, thus granting the Makyans immense power. It's a one-in-a-lifetime thing which also gave them strength enough to get out of the Dead Zone in the first place.
And yes, Immortality is a corner. If only there was... some sort of technique. Like a wave. That could contain evil.

Check out my art if you notice.Even ignoring the impossible feat of fitting the movies into the manga's timeline, Garlic Jr. was overpowered by Goku and Piccolo before Raditz landed, putting his battle power somewhere under the Saiyan whipping boy. I feel like, even as an immortal, he would be of absolutely no threat to anyone who'd been to Namek.
This is part of why I'm glad TFS sorta skipped him. It's ridiculous to think that "Garlic Junior RETURNS!" should be anything more threatening than him wailing impotently at Gohan while the kid No Sells his punches and does his homework.
More to do with Namek than Garlic Jr., really. With the ridiculous power inflation that happened there, nobody who missed the boat is ever going to be a credible threat to anyone who got even one of the free power-ups being passed around Namek like candy on Halloween.

In some ways, Toei wrote themselves into a corner. I'm pretty sure Vegeta going into space was filler. The implication in the manga is that he just sorta. Stayed on Earth. At Capsule Corp. Waiting for Goku. Because Earth was where Goku was going to get back to eventually. And going into space and looking for him would be a dumb idea because space is too goddamned big and Vegeta has no idea where he is.
One way to get it to work is if the Black Water Mist fucked up Vegeta.
