Krillin and Goku go to a forest of illusion on Roshi's suggestion (to get weed for Roshi. Literally, they are going to get a plant he's addicted to). The forest makes them see foes they have killed. Krillin sees all the people who killed him in the past and gets ptsd.

Not quite the fourth. His battle power of 42,000 was on the low end of the Ginyu Force. Although we don't have exact battle powers for each individual member, we do know that the four who weren't Captain Ginyu were each between 40,000 and 60,000.
But it's still a hell of an accomplishment that Nail's battle power was within the margins for Frieza's elite band of impossibly-powerful mutants.

But that doesn't really tell us much. There is no shame in being weaker than Piccolo. At that point in the series, the number of entities in the mortal universe that fall into that umbrella are "Literally everyone not capable of becoming a Super Saiyan."

Both Raditz and Vegeta refer to Oozaru as a Saiyan's "true" power (not just their strongest power), and it's how they got their reputation as a warrior race.
So if you're comparing 15000, 40000 and 180,000 to the Namekians only Nail holds up, and he was the only Warrior/Fighting-type Namekian on the planet. The Namekians are noted as having exceptionally powerful fighters by Vegeta.
