I never realized how few moves actually have names.
In fact, while the Z Warriors don't bother, it's normal humans like Mr. Satan who bother to name their attacks (which are often just normal punches and kicks).
I suppose it's just another of Toriyama's parodies. I'd say it works.
One Strip! One Strip!I remember that, at least until King Piccolo, there were a lot more attack names, and named techniques in general. Every beam attack had a name and different attributes. But as time went on beam attacks became so common place that it became impossible to give them all names. I think the last time we saw names for new attacks outside of Satan was Burter and Jeice.
Vegeta likely did it out of ego. For Gotenks, I agree it was to emphasize his Joke Character stature.

New techniques did get names, it's just that there weren't very many new techniques introduced in the Android arc. While the arc wasn't as power-inflationy as Frieza, it focused extensively on battle power to the exclusion of all else. The Androids didn't need cool techniques 'cause they were just stronger, and once Cell arrives, the entire plot becomes a race to see if Cell can unlock a better Super Form faster than the Saiyans can.
We wouldn't see many fun, creative, interesting new techniques again until Buu.

He doesn't in Kai, I know that for sure. I think it was another name that originates from the Video Games.
Like legit, I think after the Final Flash, the only characters who went out of their way to create names for their attacks were Mr. Satan and Gotenks.

Which is a damn shame really. There was already plenty of interesting stuff you could have done with both 19 and 20 (being able to drain energy) and 16, 17, and 18 (infinite energy generators), on top of them having no ki to sense (but 17 and 18 couldn't sense Ki so it kinda balanced out)
We could have gotten some really interesting stuff out of the Z Warriors strategizing and struggling to find ways to work around their enemies long term advantages... but in the end, Power is one of the most important things in the series. Strategy isn't useless, but once you are powerful enough, strategy is only useful if you are in the same ballpark as your opponent.
And they were mostly made by Gotenks, who made them to look cool, and dicked around a bit too much. Hell, the only place where he really hit gold was the Super Ghost Kamikaze attack, and like many techniques in the series, It Only Works Once. Once you know about it, it's far less effective.

This song needs more love.I'd say they count only if they're given names within the manga or show, not in a supplemental material like the guidebooks or especially the video games, where any cool thing any fighter ever did has been turned into a named special move.
Human Extinction Attack, for instance, wasn't a technique. It was a single homing ki blast fired billions of times with different targets for each one.
Father-Son Kamehameha isn't a technique. It's just a Kamehameha that Gohan happens to be receiving Goku's guidance while firing.
Kaioken Attack isn't a technique. It's just Goku hitting somebody really hard while using the Kaioken.
