I'm inclined to call Super Buu the minimum require power for tearing holes in the time-space continuum. Because no one else ever did it before him or Gotenks, and as unnoun pointed out, Super Buu did it by accident. It's not some secret technique he's known forever. He was pissed off, yelled really loud, and a tear in time and space opened.

But he's still the least formidable protagonist and the Dimension Sword does nothing to change that. All it accomplished was extending his relevancy for one last arc by giving him arbitrary plot-importance.
Another important difference is that Kuwabara's role shares elements of Kuririn and Vegeta, he's not so much the Yamcha in the story (he just has a similar fan reaction). He's the primary Worf of the team, which is actually why he gets to have some cool moments - you gotta build your Worf back up so it'll have meaning when they lose to the next guy. Yamcha also worfs, but other characters fulfill that role better and he gets phased out of it soon enough.

Therefore, we can determine at the very least that ASSJ Level is not enough to rip holes in dimensions by yelling.
