Also, I remain convinced that Kuwabara could totally take on Cell simply because his sword is stupidly broken and does pretty much whatever he wants it to. Seriously, Kuwabara can do fucking anything with that thing- mostly because he's too dumb to realize most of the stuff he's doing is actually completely fucking impossible.
but HOW?Not really. He doesn't do very much with it. Sure he can cut dimensions, but that ability kind of came out of nowhere to serve the plot and wasn't used much. Otherwise, everything he does with it just boils down to it being a standard Ki Attack that can take many shapes.

Plus yeah jobbing to Sensui and all that. It's quite simple: if the "hax" techniques in a series aren't able to overcome the brute force users within that series, they're helpless against crossovers with even more powerful series.
Roshi's official Power Level is 139 while holding back, and 180 while in his absolutely shredded form. The Kamehameha multiplies the user's Power Level by a factor of approximately 2.22, as shown when Goku's Power Level jumped from 416 to 924, which means that the Kamehameha that Roshi destroyed the moon with was probably hovering around 400 in Power Level. Later on, Piccolo (with weights) did the same feat, with a casual blast and a Power Level of 329.
Roshi destroying the moon is not, mathematically, an outlier.
There's also a few problems with the logic you're using,
1) The Kamehameha does not always appear to be a 2.2x multiplier, we have one example of that and at least two examples where it wasn't doubled (against the Galick Gun and against 50-70% Freeza - it could just be because of the Kaio-ken, but we don't know) as well as numerous examples of it not being so strong against those similar to Goku's strength unlike what an attack twice as powerful as him would suggest. We also know from Kuririn's original, weak Kamehameha that it can fluctuate in strength depending on the user.
2) Roshi's battle power of 180 was not attributed to his buff form, it was attributed to himself at the 22nd Budokai where he'd become stronger through training. His 139 was his Saiyan arc reading, neither are accurate for his moon-busting self.
3) This is not acknowledging how casual destroying the moon is compared to smaller scale feats that are used as a sign of power.
That third thing could just be chalked up to Writers Have No Sense of Scale.

1. This is fair, but to assume that Master Roshi, the man who invented and perfected the technique, isn't good enough with it for it to drastically increase his Power Level is selling the man short.
2. Good point, so we don't know his Power Level at the 21st Tenkaichi Budokai, and we don't know how much stronger his muscular state is. We can extrapolate that it is stronger than him when he's skinny, since he uses it every time he needs to fire off a titanic Kamehameha, and we can guess that it is mechanically similar to Trunks' buff Super Saiyan form, but that's just a guess, and there are no factual numbers to go off of.
3. However, Roshi destroying the moon was not in any way casual or intended as a joke, it was clearly supposed to be an awe-inspiring feat of off-the-charts destructive power, much like his previous feat of accidentally vaporizing a mountain. Any future references to city or island busting power as impressive are purely through the eyes of people unfamiliar with the destructive power of Ki, like Yajirobe, in the context of the classic Dragon Ball technique of compressing the blast radius to minimize the collateral damage, or referring to a group of people containing many super-powerful individuals as a potential threat.
Toriyama mentioned in an interview the distance between the Dragon Ball Earth and Moon, and it's the same distance between them in Real Life.

Perhaps but that doesn't mean he understand just how much power blowing it up would require. After all, in the Cell Saga, it's mentioned that the bomb inside Cell will blow up the entire Earth and blowing up the Earth is a surface explosion is next to impossible.
There was no other ending for that one. Intangibility means J'onn dodges all of Piccolo's best moves.
That's even ignoring the similar argument that could be made for him that's been made for Goku vs Superman since he's in the same tier as the latter.
