They admitted in a recent stream that it was somewhat based on the "Trogdor" song from Strong Bad, but they had to change things up a bit because they didn't want to completely rip it off.

That they do. I think it might be because people exaggerate Satan's strength based off the hilarity of his Fake Ultimate Hero shtick, and maybe some influence from the anime, but the manga doesn't try to say "hey he's really strong for a non-ki user". He IS strong, but it's not focused on because it's not a noteworthy part of his character.
Satan pulling the buses was filler, as was Videl leaping from a plane. Satan's biggest feat is failing to break 15 tiles, being exhausted and having his hand throbbing after 14 of them.
Surviving a blow from Cell: Piccolo noted that Cell held back deliberately because he didn't want to dirty his hands killing such a loser.
They're only "meaningless" to ki users. They'd still be really strong in normal Earthling terms. The big muscular robber she beat up in the manga was huge and she mopped the floor with him.
But as unnoun and Heatth stated, Videl is MUCH stronger than Satan, and just didn't realize it because Satan stopped training with her a while before the Boo arc started.
I mean, are there any real life humans who could pull off some of the stuff he did in filler? I mean, even if you disregard that, he's still very much superhuman based on his use of high-speed movement against those gunmen, which is something real humans aren't capable of doing.

But, I mean, even giving that a non-pulled punch would've taken his head off, it was still a hit that hit with enough force that it sent him flying into, and then falling off of, a cliff face. I wouldn't expect most humans to survive (let alone be uninjured from) that. Gravity doesn't hold back.

I mean, presumably the previous World Martial Arts Tournaments are a matter of public record. The existence of people who can move faster than the eye can see and shoot energy blasts that blow up the moon is well documented.
People have short memories and the internet isn't a thing so it's not like there's a million YouTube videos of Goku firing a Kamehameha at Tien. Add in that, as noted, the Tenkaichi Budokai is a pretty niche crowd. Add also that unlike Goku, Tien, Piccolo, etc. Mr. Satan actually made an effort to publicize and be known.
Not so hard. Very few people actually witnessed Goku defeating Piccolo Daimao and he didn't stick around to take questions and give interviews about his life. To the public consciousness, he's some anonymous person who showed up, defeated Piccolo, and then vanished into the annals of history.
If anything, his tournament wins would be more memorable because, like, they have his name in writing and everything.

It hadn't even been 10 years right? It might not have been constantly on people's minds but it's not the kind of thing that's going to be completely forgotten.

Do you? Can you prove beyond a shadow of a doubt that a battle that took place about a decade and a half ago was not, in fact, utilizing RPGs and C-4 and the like to make the explosions? Without having video footage of it? Or much in the way of even witness testimony?
Again, the tournaments are more evidence than Piccolo in this regard because people actually watched them.
