I mean, maybe Jeice and Salza have their accents due to sheer coincidence, but I have to wonder why the computer consciously chose to give 13 an accent rather than just a generic robot voice like 14 or 16.

Yeah, but his computer designed these. Also, how come Dr. Gero designed his robot body to look like his ugly and old self instead of, say, younger or something? Or maybe Android 19 built the whole thing for him and is a troll...

And don't forget that he (and/or Dr. Frappe) also built Android 8 to look like Frankenstein's Monster. Dude was pretty eccentric.
Maybe Dr. Gero asked 19 to build a robot body for him that wasn't the same age as his human body, and 19 decided to put his brain into an even older-looking body. Like some sort of non-NSFW Dolan Duck comic.

I still wish they'd similarly subverted "Kaio-WHAT" during Cooler, by having Goku say it when in Cooler's beam, but saying the WHAT? part when it still didn't work and he got smacked away.

I liked the Garlic Jr. Saga when I was a kid. It came out of nowhere for me since the underground Manga Magazines that got passed around the schoolyard only mentioned the Saiyan, Frieza and Android sagas with the tiniest hints of Buu.
