He didn't decrease the wish power, he planned on raising the amount of wishes to 3 but when asked if he would still do mass resurrections he lowered it to 2. But the point is, they know how the Dragon Balls work. At the very least, they'd notice the negative energy in the Dragon Balls.
However, in GT, they know exactly what will happen with the negative energy and never say anything about it.
I think it's okay to have some sort of negative effect attached to overusing the Dragon Balls, but only something like a loss of power. Having them spit out enemies that could destroy the universe is just terrible.

I wish that was Cell, because Cell is amazing.
Also, the "Keep Calm and DODGE" shirt sounds great. I'd actually consider buying it because it's one of the few "Keep Calm and X" shirts that actually retains historical significance.

And I also recommend Hellsing Abridged even if you've never read Hellsing or watched either adaptation—if nothing else because the whole series so far is only about half an hour a little under 45 minutes. It is, however, considerably more obscene than Dragon Ball Abridged.

I'm gonna ignore the Black Star Dragon Balls idea for this. The basic premise of having the overuse of Dragon Balls going wrong is decent, making Dragon Balls when you know they will blow up the planet isn't.
