We never found out how much influence he had on the individual planets he owned so for the most part we really don't know what life tended to be like if you weren't directly under his radar or on his shit list like the Saiyans.
True - I just think that "ruling everyone" and "killing everyone" are both similarly severe.
Oh God! Natural light!The distinction that Freeza has that was pointed by them is that his influence is felt everywhere. His empire doesn't have any direct impact on the arc, but it does serve to build up his status as an intergalactic emperor.
Cell and Buu don't have that influence plain and simple. Yes, they could have just said that without downplaying their status, but (shrug)

Really? Vegeta is more ethical or moral than Frieza or Cell, and has occasional heroic moments? The closet I can really think on that front is him going berserk is when Cell killed Trunks, and that was more of a mix of his pride being hurt and Even Evil Has Loved Ones.
Him knocking Gohand down to avoid Freezer's blast is a better example...
