They didn't really say anything particularly unexpected, but it did seem like they were downplaying Cell and Buu there a bit. Saying Cell's ambitions ended with Earth and Buu was only responsible for the destruction of a handful of planets seems like intentional misunderstanding what was actually at stake and transpired.

I mean, the thing is Cell and Buu probably would have fucked up a bunch of things, but they didn't because they lost.
Frieza started out already owning half the universe by the time we met him.

No it isn't. I'm the kind of guy who doesn't like people using the term word-for-word or the word literally if they don't actually mean literally.
And, frankly, Frieza owning a bunch of planets doesn't mean much because the heroes never really care. No one is ever interested in destroying Frieza's empire and liberating everyone under his thumb. They're interested in getting away from him alive, and when Goku defeats him, leaving him to do whatever so long as he doesn't bother them again.

Well, the fact that he does have that much influence is what causes the scope to expand so much, and has a pretty big hand in the backstory.
Now, on one hand, I don't know if they really went into that here, though I do think that they did allude to how he has a much greater influence on the verse than Cell or Buu.
