So based on Very Melon's assumption, I guess the next spots will be.

I think Vegeta, Cell, and Piccolo might shuffle spots though. I think King Piccolo might be second now that I think about it though; when you get down to it, he is probably the most effective villain in the whole series given that he actually won, straight up. No ambiguity and his plan was perfect to boot.
Freeza will probably only take #1 by proxy of being Goku's most personal enemy and his involvement in the series lore.

what do you mean I didn't win, I ate more wet t-shirts than anyone elseI mean, Vegeta and King Piccolo I can see are the only ones who can contest Freeza considering Cell, bless his heart, is just a chimera of previous character's personality traits and Beerus is still a relatively late addition to the series to leave an impact like the first three.
So yea, top three I can easily see being between, Freeza, Vegeta, and King Piccolo.

1) Freeza, 2) King Piccolo, 3) Cell, 4) Vegeta, 5) Majin Buu, 6) Ginyu Force, 7) Androids 17 & 18, 8) Beerus, 9), Red Ribbon Army, 10) Emperor Pilaf & Pals

I don't think the Crane school got robbed. Tao got on the list. Tien and Chaotzu never really were villains. They are antagonists. So that leaves Master Shen... Who doesn't actually do much. He's villainous but his interactions all consist of pitting his students and brother against the main cast in a tournament and pushing them to cheat and kill. Which is sort of lame.

Considering Goku later tells Vegeta to go easy on Piccolo this is going to make their eventual thumbs-up/Bash Bros relationship amusing.

The only reason he even comes close to winning was because nobody took him seriously until it was too late. Once the heroes stopped screwing around, Goku just kills him with blast and that's that.

Nowhere. It's a guess of mine based on who didn't make the top 5, hints at Beerus being #5, and how villains turned protagonists were handled.
