With Yamcha being a bandit, Vegeta being a space bandit, Trunks being a time bandit according to Beerus, and Oolong snatching up children, she clearly has some kind of addiction to criminals.

Let the joy of love give you an answer! Check out my book!Like Ghilz mentioned, the random placing of Piccolo "on Namek" worked out for the best, really. I can understand Dende's confusion. Even if he knew Piccolo, he'd still be confused. There really was no good reason to bring Piccolo to Namek in the first place. His resurrection restores Earth's Dragon Balls, and now they're recklessly endangering them at a time when Namek's are about to go up in smoke too.
Piccolo stumbling across Nail on his way to the battlefield was a necessary wacky happenstance. Without the power-up he got from that merger, Frieza would have ripped out everyone's lungs long before Goku finished healing in his tank. Everyone dies and there are no Dragon Balls left on either planet so nobody ever comes back.
Frieza returns to his empire pissed that he never got his wish and goes back to running his enterprise. Years later, the Androids murder Earth and nobody ever stops them. The end.

But I love that TFS depicts it as a mistake eagerly decided on-the-spot by Krillin, rather than a terribly suicidal plan that Piccolo embarks on which nearly destroys everything they f*cking went to Namek to achieve in the first place.
Bringing Piccolo to Namek is the stupidest decision anyone in the arc makes. It's the "Goku and Vegeta destroy the Potara" of the Frieza arc. Having it be a dumb impulse by one of the people making the wish, rather than a plan Piccolo comes up with that Gohan and Krillin promptly accept, works better for me.
- Piccolo: Now that you have a brief window in which I can be revived and Earth's Dragon Balls can be restored, I want to use that time to get myself dumbf*ckedly killed so that nobody can ever be wished back again.
- Krillin: This sounds like a perfect, reasonable plan to which I have no objections.
- Gohan: I, too, see nothing wrong with the idea of putting Piccolo's life in danger when the only reason we even came here is because he was killed.
- Dende: The hell are you people on? We're all probably going to get murdered right after Vegeta finds out we're doing this, so Imma put him as far away from the impending slaughter as possible.

He's right.
If Goku isn't on Earth, then it's just everyone else fighting Gero unprepared, and he never has a reason to release 17 and 18 because barring Trunks' warning, they're caught completely off guard.
In fact, since Goku never leaves Namek, Trunks might not even come back unless it's far earlier in the story then he did in canon. He'd have to either go to Namek, or kind some way to help Goku get back to his ship in time.

One Strip! One Strip!There's not really anyone to fight Gero unprepared.
If Goku, Vegeta, Krillin, Gohan, and Piccolo all die on Namek and Yamcha, Tien, and Chiaotzu are still dead from Nappa, who would fight Gero in the first place? Yajirobe?
And Trunks doesn't come back because he needs Vegeta and Bulma to survive Namek in order to exist.
Piccolo getting killed by Frieza, followed shortly by everyone else, because they wished him to Namek and he didn't arrive half a planet away is basically a worst-case scenario. Rocks fall, everyone dies, the villains win forever.

Yeah, they make a big deal about Dende not understanding. It's a bit weird he didn't though; why else would they want him if not to be right there with them?
