One Strip! One Strip!I figure 8 spots are guaranteed: in chronological order we will see Demon King Piccolo, Vegeta, the Ginyu Force, Freeza, Androids 17+18, Cell, Buu, and Beerus for sure. (Each entry is either a big bad of a massive arc, obviously higher than at least one previous entry, or Beerus, who's already been confirmed. I could maybe see an argument that Androids 17+18 aren't actually obviously higher than Androids 19+20, but I don't really believe it.)
That leaves one spot for Piccolo Jr. or Babidi + Friends. Presumably whichever one is left out will be discussed when the obvious character they are paired with is brought up (Demon King Piccolo for Piccolo Jr., Buu for Babidi + Friends.)
For what it's worth, all of the above + Pliaf Gang/Mercenary Tao/Red Ribbon Army were my "13 that seem higher than Baby". I would easily take all of them over Hirudigarn.
It feels awkward to me to break up Piccolo Daimao and the 23rd Budokai Piccolo. They're the same guy. One's just reincarnated from the other and seems to have grown a moral compass in the process, even if it did take him a while to realize it was there.
But given the way Piccolo talks about his "dad" in TFS, I don't think they see it that way, so it's entirely possible he'll get two entries because they think he's different guys.

Also, it's physically impossible for him to be anything but. If Piccolo dies, then God dies. They're two halves of a single person; the only reason God still exists after Goku punches a hole in him is because he reincarnates himself.
Piccolo Jr. is still God's evil half and no one ever questions it, because he's Piccolo Daimao. It literally cannot be more explicit that Piccolo Jr. and Piccolo Daimao are the same character; the Dragon Balls would not exist if he weren't.

For example, it could be that giving birth to himself was a form of reincarnation; the same soul, with some memories, but literally born again, (and immediately, so Kami didn't die when it happened) and given a second life to reinvent itself. Kinda like Uub, now that I think about it. The whole connection to Kami is a metaphysical thing that could have any number of meanings and rules, as the writer sees fit to include or explain.
I have a message from another time...Uub doesn't have any memories, though. He just has Buu's soul and, because of Goku's wish, his power. The form of reincarnation that resulted in Uub is actually a standard part of the Dragon Ball cosmology, in which Hell is effectively a holding cell where you're kept while your soul is purified, then reincarnated.
That it happened so quickly and that Uub got to keep Buu's might was the result of Goku's plea to the heavens.
What Piccolo did was something entirely different. He was cheating death in his own non-Dragon Ball way via effectively giving birth to himself. After his reincarnation, Piccolo does behave differently. Being reborn caused there to be some good in him, which there hadn't been before - due to being the cleanly-divided Evil half of the Nameless Namekian.
But he's still Piccolo. He's just a Piccolo who is suddenly capable of developing as a character, who can have complex goals and aspirations, who can appreciate and enjoy things, rather than pure evil incarnate. The acquisition of a second-dimension is a side effect of giving birth to himself.

Buu never made sense - don't think he should be used as a baseline for how reincarnation works when he can split is countless distinct individual (lets not get into Miss Buu)

I'll accept that. The two of us have somewhat different stances on how different that makes him, but we're in concordance about the mechanics of what happened, so I'm happy to leave it at that.

I have a message from another time...Something like that, yeah. He's a god-killing abomination. If he wants to be two people, he's goddamn well going to be two people. The EU has him forming a whole species out of what is basically cellular division.
Uub is, specifically, Pure Buu purified of evil and reincarnated as normal, but done really fast and with his power intact 'cause Goku made a special request.

When they had him fuse with Kami they had him think "So this is who we used to be..." and the whole lead up into the fusion ends with Kami freaking out and Piccolo admitting he used to be a dick when they were one.
That said, the series itself eventually starts treating them as different people, and even treats the Nameless Namekian as if he's just Piccolo for convenience so two spots is probably likely and fitting either way.

And, yet, the very first thing Piccolo Jr said in the manga (in a single panel when we see him as a kid) is "I will revenge my father". Also, Daimaou himself called him "my son" in his last words.
Note this was before the reveal about Kami-sama and his relationship to Piccolo, so maybe Toriyama was just not entirely sure of the mechanics back then. But still, the fact is the manga was not terribly clear. It starts as a father-son thing, then it became a reincarnation, except Piccolo Jr. have a different personality and goals.
I think the best way to understand it is to consider it is both cases. Piccolo Jr. is a reincarnation, hence his relationship to Kami, but he is also a different person with a different personality from his father.
