Which is why I changed my first post. But when people use Idiot Plot, it's mostly used as if the character's decisions and behaviors don't make any sense and the story is badly written, which isn't true here.
Vegeta's decision makes complete sense as something Vegeta would do, even though it's also an incredibly stupid decision.

You think Tenshinhan or the Crane School as a whole might show up in the top ten? For one thing they were the ones who introduced levitation to the franchise. Any predictions of the top ten should be preceded by asking yourself "would they believably put Hirudegarn ahead of this guy?", and in this case I think a "yes" is pretty unlikely.
Really I feel like there's only one spot that's still up for grabs. Vegetanote , Freeza, Cell, Buu, Beerus, King Piccolo, Ginyu force and the rest of Androids are pretty much guaranteed to have top ten spots, and it would be pretty odd if Babidi and Dabura were entirely absent. Which makes nine. So one spot left for the Crane school (or just Tien) or RR army. Assuming Babidi and Dabura are getting grouped together.
And there's certainly nothing else left that deserves a spot more than the things I mentioned.
I don't think Vegeta really deserves the top 10; most of his fame and importance came from when he wasn't a villain. As a villain, he only has his fight against Goku, while amazing, doesn't quite live up to the fights against other villains.
What made Vegeta memorable was his very long and detailed transition from villain to Anti-Hero.

I mean, Vegeta is still an antagonist for a good chunk of Namek, and he returns to villainy for a bit during Buu.
Like, even in the Android arc. Like, he lets Cell transform, and earlier when they're at Gero's front door, he tries to blow it up, not caring if Krillin, Tien and Piccolo are caught in it.
"I will kill as many people as I have to as long as you are one of them" is not even slightly out of character for Vegeta at that point.
Like. There's a considerable chunk of the series where it's hard to tell if Vegeta is actually on the side of our heroes or if he just happens to want to punch some of the same people.

Not only that, but honestly... Tien's more of an antagonist than a villain. He's not evil, and basically ditches the Crane School as soon as he finds out his mentor's a dick. His grudge and rivalry with the turtle school never goes beyond "Beat them at tournament". Which is the point of a tournament. By that same standard, Krillin was a villain since he was running in the same tournament and him and Goku can't both win. Tien's a bit more villainous in the anime where in Filler they had him pull fake heroic rescues on villages. But that's filler... That and rigging the match ups for the tournament. Chaotzu does cheat, but Tien calls him off on it, and even lets Goku beat him up to make up for the advantage he got.

To be correct, being "In character" for Vegeta doesn't mean it's not an idiot plot.
As the page says It is important to note that this is not always a bad thing, and is sometimes the entire point of the story. Part of what can make a drama so dramatic or a tragedy so tragic is that the characters truly could have avoided it if they had acted rationally instead of irrationally.
