I have a message from another time...I think it'd be fair if Raditz was still on there. Nappa, in the end, is only there to be Vegeta's minion. Raditz, however... big effect on the series. Ringing in the Z era alone should be enough to give him a spot.
I mean, we just had a Saiyan who only made the list because of concept and fandom reaction. It wouldn't be remiss to have another one.
Nappa's presence at this point is bad news for most of the lesser DB Villains, though. Tao Pai Pai is the only non-big bad who still feels like he has a chance.

Even as groups I don't like their prospects much. Freeza's minions beat all of them in a lot of ways. Pilaf has 'the first villain in the series' going for him, and Piccolo's have 'caused the first major character death', but that's it. Maybe the Crane school as a group could make it in. One feels like they ended up mattering enough in the long term to deserve a spot.
Seeing their rationale for Nappa makes me wish I could see live fandom reactions from back in the day.

Basically: Nappa killed someone who we knew it was super bad news to kill, and DK Piccolo killed someone we didn't know it was possible to kill.

I have a message from another time..."We" didn't matter then we didn't get it till after several gods got killed. In Japan its standard operating procedure for gods to be killable, that's what Shinto was built on and as was Chinese lore that Dragon Ball was built on.

Oh I know that.
But Raditz would kill him, and even if he was gonna wreck shit, I still think King Piccolo would dislike that someone came to destroy the world he was destroying.
