Broly gets a disproportionate amount of Wolverine Publicity compared to a lot characters. Add that to the fanbase's notorious "______ character doesn't get enough focus" and you can see why.
It's the one movie where Krillin isn't treated like a joke, so that's nice.

Check out my art if you notice.Broly is basically the embodiment of what many both love and hate about the franchise; the younger crowd and fans more focused on power levels love him for basically being everything a Saiyan represents, just a muscle-bound bloodthirsty killing machine with no real motivation.
Ironically, it's those very same traits that his dissenters despise because they seem him as nothing more but a shallow and poorly written character with no interesting motives who's only relevance is the threat he poses.
Broly is kind of hilarious because he's loved and hated for literally the exact same reasons rather than the two sides having different interpretations like usual a Base-Breaking Character.
That said, putting personal feelings aside I can agree with the placement; he's roughly in the middle.

You bringing that up made me realize that none of the villains in Dragon Ball would have been successful for very long. Even if all of the heroes died, they would have been completely wasted once Raditz showed up.

One Strip! One Strip!Also the constant shilling of his strength. Broly's battle power is nebulously defined as, "terrifyingly more powerful than you". Most other characters at least have a general area that they're meant to fall into - see Frieza getting one-punched in the Janemba movie. But in the eyes of fans and occasionally licensed media, even Super Saiyan Blue Vegito is expected to tremble in fear and get curbstomped by the Legendary Super Saiyan Broly.
Broly has two features: a cool character design and a really high battle power. And the latter seems to be f*cking relative, which gets really obnoxious when Broly is shilled to be more powerful than Cell/Buu/Beerus.
Piccolo would have died laughing, though. It's a roundabout way to get there, but his goal of purging all life from the planet would still be achieved. He had a thirty-year plan for his extermination effort. He would have gotten a decade instead, but mission still accomplished.
One of the ways his reincarnation is demonstrably less one-dimensionally evil is the fact that he actually took world domination seriously. Like, he actually wanted to rule the world. Daimao was just using it as a tool to plunge humanity into chaos and gradually murder them all. He would embrace Raditz with open arms.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Huh. I never thought that way about Piccolo. Then again, he was kinda just a kid. Maybe he lacked the emotional maturity to recognize the difficulty of actually ruling the world.
Your idea that he'd welcome Raditz is odd though. I get the feeling, that as much as he wants to wreck shit, he wants to be the one doing the wrecking. At the least, he'd hate being killed when he'd finally accomplished his goal and was enjoying himself.

Either way, TFS tends not to be particularly kind or inclusive to anime or dub aspects they really don't like, so it'll be interesting to see them give Broly the ol' college try anyway. I don't expect the special to give him a whole lot of clout, though he'll probably at least get more of it than Meta-Cooler or Lord Slug.
