I think I've suggested the same thing myself. Coola is stronger than Frieza was before he finally died due to the extra training he did to achieve his fifth form (which isn't so crazy now that Frieza has his golden form)
It's his version of 100% power, but he's still weaker. Goku was surprised that someone was stronger then Frieza, but once he finally went Super Saiyan, he still punked him (and going by the anime version of the Goku vs Frieza fight as opposed to the manga, he beat Coola easier then he beat Frieza as well).
As for why he's never mentioned: well, why would he be mentioned. If we even take the fact that he doesn't bother speaking politely into account, it's very possible that he's the Black Sheep of the clan (hence why Frieza is running things).
One Strip! One Strip!I mean, Cooler was weaker than Frieza; Frieza never trained a day in his life and his max power was 120 million. Cooler on the other hand did train, and he's still weaker than Frieza up until he uses his Fourth Transformation; that's the only thing that makes Cooler stronger than Frieza, as without that Frieza's still stronger than him. Which in itself doesn't really have much impact due to the fact that the only way this movie can fit in the timeline is if it takes place during the three years of training prior to the Androids showing up; not only would Goku have naturally have gotten stronger than he was on Namek at that point, he'd also have gotten stronger due to both the training he did on Yardrat and the zenkai he would have gotten once he fully recovered.

Unfortunately the opportunity's passed but the idea of "first person to go Super Saiyan loses" is hysterical.

Frieza training for the very first time for four months makes him about as strong as half a Beerus.
There's still a noticeable gap in potential there.
And, like, of course Cooler had time to train, Frieza was a little busy what with actually running the damned empire. Cooler has a ship and three guys.
And maybe Cooler's fifth form still wasn't as strong as it was on Earth when he first got it.

Another collaborative effort. I dunno, I thought Zarbon was pretty cool. Pretty obvious they didn't include the Ginyu Force in there, though, so they'll show up higher on the list for sure.
When did he say that? I've own the fifth movie, and I don't recall him ever saying that.
Of course, I don't watch that one anywhere near as much as I do the sixth movie, so it might be that.
