Still a threat. We was outplayed by Gohan and Krillin though sheer luck and quick thinking because he's such a threat. Heck, one of the times he got outplayed (the major one) revolves around Gohan banking that Vegeta won't find him worth killing. Krillin and Gohan both treat Vegeta for the first part of the Namek act as someone who needs to be avoided because he's a danger. Vegeta only joins them when they are absolutely out of options because the Ginyu Force is arriving, and their only hope is to get the dragonballs together before the Ginyus can find them.
Compare to early Dragonball where even then, Yamcha is treated by Bulma and Goku the same way Ash treats Team Rocket "Oh, it's that dude who follows us around". Yamcha does become more of an ally once he's imprisoned with them by Pilaf.

After he gave up on fighting Goku directly (and that's essential. He actual stopped trying to fight Goku instead of continuing to do the same shit over and over and over and OVER AND OVER AND OVER FOR TWENTY FUCKING YEARS!!!!!

He realized he couldn't actually win (something Team Rocket is in-fucking capable of ever doing) and tried to just follow Goku to the Dragonballs (along the way, learning his weakness).
So not Team Rocket......and I just walked myself into the same old situation again haven't I?

My various fanfics.It's worth pointing out that Goku-Yamcha's relationship in DBZA is somewhat stronger then it would be in the equivalent DBZ canon, mainly because of Goku's reaction to Yamcha's fate in Future Trunks' timeline.
A plotline that has been consistently circling underneath the surface of the DBZA version of the Androids/Cell arc is Yamcha coming to terms with his lack of power. I suspect that there will be some payoff for that in the final beam struggle with Cell.
You know, speaking of DB, something weird just occurred to me.
Remember the episode of DBZA when Bulma was peeping on Vegeta in the shower? She said that she was surprised to see a "weird hole" on his lower back- which, as we know, is the spot where his tail used to be.
But Bulma should already know that Saiyans have tails. She learned that the first time she tried to give Goku a bath. What's up with that?
