I'd count all the characters who were villainous at some point in their lives, but only while they were villains. So like, Desert Bandit Yamcha, Assassin in training Tenshinhan, and Village Terrorizer Oolong would count, but not any of their time as good guys, and Vegeta would only count as a villain for his debut, a bit of Namek, and the first half of being Madjinn Vegeta.
Of the movie villains, I think the other ones that will rank are Turles, Cooler, Broly, and Beerus.
Beerus and, to a much lesser degree, Cooler are the only movie villains they seem to actually like. Broly, as much as people hate him, is still one of the most popular and recognizable characters in the franchise.
TFS also seem to hate Broly.
Like, Lani has been bitching about writing the first Broly abridged movie a few times lately during Xenoverse 2 and other lets play stuff.
But it's also not deniable that, for better or worse, Broly has influence on the series. He's been in more games than anyone else, and he has more sequels. Whether he should have all that or not, he does.
About Buu: There are technically 5 Buus, and functionally 3 individuals: The individuals are Fat Buu, Super Buu and Kid Buu.
Kid Buu was the original mindless individual. Upon absorbing a pair of Kaioshins, he became an actual thinking individual. Said Fat Buu split into good and evil halves, and the evil half absorbed the good half and became Super Buu. Fat Buu and Super Buu are made of the same stuff but are different individuals.
It is pretty much the exact same case as the nameless Namekian: Original individual splits its evil half away, then latter remerges with the evil half: Fat Buu is the nameless Namekian, Good Buu (the one to survive the Buu saga) is Kami, Evil Buu is Piccolo, and Super Buu is Piccolo after merging with Kami.
And Kid Buu is what is left of Buu if you remove everything else. Seeing the entire Majin race can revert into something akin to it in the expanded canon, well, yeah, primal mindless persona.

If I had to guess the top 5 it's probably going to be some combination of Freeza, Vegeta, King Piccolo, Beerus, and Cell. I think Freeza for sure is going to be ranked at #1.

I'd put Vegeta on 1. Because in terms of impact there's no one that can match him. Sure, Freeza brought about the Super Saiyans. Had a movie. Vegeta meanwhile is basically the only character outside of Goku who consistently gets to take part in anything. Even Piccolo doesn't get the time in the limelight after turning face Vegeta gets.

Oh, and I expect Raditz to make the list too. Same way I predicted when they made the best moments of the series, Raditz time, while short, is what separates Dragonball and Dragonball Z. All the space alien stuff, that's him.
Ditto, I expect Pilaf in the top 10.

He debuted in the Battle of Gods movie where he was the villain. Most his Super stuff has him as an Aloof Ally so I don't think that would disqualify him.

Those of you with a good memory will remember that I once mentioned my favorite villain in the series, and while it's an unorthodox choice, Staff Officer Black is still my favorite villain in the franchise. The combination of being soft-spoken, polite and no-nonsense, combined with his unwavering belief in the Red Ribbon Army's goal of world domination, even to the point of shooting his superior officer for treason upon learning his true intentions for the Dragon Balls, just makes him such a likable, understandable, and honest villain that he really stands out in this franchise.
Yeah I remember talk about how getting comedy out of the Broly movie was like squeezing blood from a stone. It's going to be really interesting to see the final result.

When Buu split off Evil Buu, which of them had Kid Buu in them?
I'm inclined to say Evil Buu, since removing Mr Buu from Super Buu resulted in Kid Buu.
