Nah, I think comedy is still their first and foremost priority, otherwise they wouldn't have so much Rule of Funny, and the humorless, somber moments would be more frequent.
They've obviously shifted toward including character development, but it's mostly just building on the development that was already present in the original manga, and still secondary to making comedy.

I expect some of the more serious moments like 16's death or Buu killing everyone to have some gravitas to them, balanced with some comedy, but there's not too much else in the drama department scheduled anyway.

You cannot firmly grasp the true form of Squidward's technique!You can absolutely do both, but I feel that some of the serious moments in the series tend to be ruined by Mood Whiplash at times (like the Gero's son scene which, quality of the scene itself aside, felt completely out of place to me).

Really, that always just seemed like an insult to everyone involved to me.
