The series never references him because he didn't exist until Toei made the Cooler's Revenge movie, which is itself in-continuity with neither the manga nor even the anime, barring similar shenanigans of canon (shecanongans?) they used to somehow have Garlic Jr. show up.

We already know in both manga and anime he does not go all out from the start and their is no one to get exact details on what went down on namek since if it would be forced to fit one would assume he did not get the memo in regards to his father and brother being killed on earth and showed up while the team was waiting for the androids.
"Shall I use you, or make you mine... I'm not so sure what I'll do." - DorthyIf worded as awkward as that yes, but it's not exactly out of the realm of possibility for someone to lose a fight because they don't go all out right from the start.
Especially when it is someone that has been shown to not fight 100 percent in earlier fights.

Maybe what happened is that Cooler was working on the fifth form when Frieza died, and finished around the time Sauza told him about his brother's death.
So now his bro is dead and he's got a new form, which makes him the strongest by default twice over. It doesn't change his reasons for going to earth, or contradict the claim that Frieza is the strongest because Cooler only recently reached that point and mastered it.
However, with Golden Frieza in mind, we know that if Frieza had trained, he'd have been stronger once again.
One Strip! One Strip!I don't know, but that would be hilarious because Goku transforms over a dead bird. If that was Goku's first Super Saiyan transformation, it would imply that bird carries the same emotional weight for him as Krillin.
While that could be taken as a dig against Krillin, consider that Piccolo got shot in the heart and didn't warrant an anguish-driven rage overload transformation.
Krillin = Random-Ass Bird > Piccolo
And it still wouldn't justify Cooler's assertion of Goku's strength.

Ginyu at his strongest is still more than four times weaker than Frieza at his weakest. Not really the same situation as when Cooler was fighting Goku.

It's easy to forget this, but barring the fight with Raditz (where, you know, Piccolo killed Goku) Piccolo had been Goku's enemy literally the entire time they both have been alive. Not to mention that Piccolo did, you know, kidnap Goku's kid. Even if Goku didn't necessarily hold and ill will towards Piccolo, it does make sense that he'd be less moved by his death than the death of an innocent (or a dear friend... who remember, was also once killed on behalf of Piccolo's past self).

My various fanfics.Actually, by the time Goku entered the fray, Freeza was already in his final form, so there was no way for Goku to kill him without convincing Freeza to revert to a weaker form.
My various fanfics.I think unnoun's point is that if Goku meet Frieza in one of his weaker forms he could beat him if he didn't let him transform.
I mean, with the Kaioken he could even beat first form Frieza when he arrived and maybe even second and third form Frieza too.
Edit: Also, transformations take as much time as they need. I doubt Frieza really needed to put on a show the way he did.

Cooler said Freeza was stronger than him before Cooler discovered the fifth form.
And there is no reason to try to make it fit with the manga. It doesn't. We're explicitly tokd that base Goku is stronger than Freeza, which doesn't fit the manga continuity. It's Toei's laziness with copying the Freeza fight that makes Cooler look weak.
