He was already stunted in his growth. He makes a big flowery point to Cui about how he's stronger because he's been on the front lines fighting for his life, but despite his comfortable, sedentary lifestyle that Vegeta's chastising him for, Cui was still equal to Vegeta's level before he got reamed on Earth. Because Frieza's forces don't grow much.
Vegeta's 18,000 was from his own inherent specialness without needing any special power-ups or training. A Goku who never gets any special power-ups or training would get steamrolled.

I mean, he surely has The Gift, but let's face it, he was trained by Gohan and Roshi before he hit 10. And we keep forgetting, but Grandpa Gohan was an incredibly skilled martial artist.
I feel like without that upbringing he wouldn't have been quite the fighting genius that he is.
Wait, aren't we discussing something almost identical to one universe in Dragon Ball Multiverse? Well, no Vegeta on earth but... similar.

For me, despite how questionable the premise is, I find the concept of Vegeta coming to Earth first and Goku being the invading Saiyan interesting.
I do agree that Goku should not be stronger unless he still somehow learned some powerful techniques during his time with them.
That, or he zenkai'ed like crazy, which means he almost died in a lot of battles.

Check out my art if you notice.To my knowledge, the reason Goku was so powerful in that comic was because he was born weak, but tenaciously survived every fight while nearly dying every time, and since he was just a normal Freeza grunt Saiyan rather than a more notable warrior, he got into a lot more fights and ends up getting a ridiculous number of Zenkai boosts that made him super jacked. It does seem to be basing itself off of the idea that without Gohan and Roshi Goku would still be a naturally skilled warrior and would also have the same tenacity and spirit that he has in the main series, but aside from that I found it interesting.

And even before being trained by Roshi, Goku had a knack for picking up techniques just by observing others.
All Saiyans seem to have that skill. Vegeta learned to sense ki from finding out others could do it and willing himself to have the ability too. Gotenks achieved Super Saiyan 3 just from watching Goku do it once and spending some time reproducing it. Awesomeness by Analysis seems to be a racial trait.
