I believe the wish was (inexplicably) for all those killed by Frieza and his men on Namek to be revived.

Vegeta and Nappa's Saibamen also do not count, as Yamcha remained dead.

Nappa's victims didn't come back because he and Vegeta broke ranks and tried to retrieve Earth's Dragon Balls for their own purposes. They were acting against orders, withholding information, and trying to achieve a goal that would allow Vegeta to surpass Frieza. They were no longer Frieza's men when they arrived on Earth.
I don't think Toriyama forgot, either. He was entirely aware that the wish wasn't reviving their victims. Vegeta gloats about it to the Namekians.
EDIT: To clarify, Nappa's victims were never brought back because there was never an opportunity to do so. Shenron has a one-year time limit on mass revivals while Porunga straight-up can't do them until Mori revamps the Namekian Dragon Balls in the Buu arc.
That time limit is equal to his cooldown period, which means you only get one chance at a mass revival. It absolutely must be done in the one summoning you can do for the following year. That wish, however, was used to revive the victims of Frieza and his men as part of a complicated plan to resurrect the Namekians and get everybody away from Frieza.
Because that wish was made, the next time the Dragon Balls would be available for use, the one-year limit for Nappa's victims would have already expired.
EDIT EDIT: Which, incidentally, is also why they had to revive Yamcha, Tien, and Chiaotzu individually.

Vegeta worked for Frieza. In that he was the prince of Saiyans, who are vassals to King Cold's empire. Nappa's a Saiyan and therefore works for Vegeta who works for Frieza, but. There's some degrees of separation there.
Like, there have been situations where kings have been tributaries of other kings. Technically their kingdoms are part of the larger kingdom, and the king still has to send taxes and treasure to the higher king, but. The way it works is. Somewhat indirect.

I mean, the fact that he could only muster one Kikouhou before dying makes it seem like he wasn't that far from death anyway.

The Kikoho does drain one's life force to use and he abruptly drops dead immediately after firing it, strongly indicating that his use of the technique is what technically killed him.
But that only happened because he was so beaten down by Nappa. If Shenron considers Guru's grief at the extermination of his people accelerating his natural death to count as "Frieza and his men killed him" even though neither Frieza nor his men ever so much as laid a finger on him, I'm going to assume that Tien succumbing to his battle injuries and one Kikoho usage would have counted if Nappa was one of Frieza's men.
Guru's resurrection proves that Shenron is willing to use a very liberal definition of "killed by".
