Capsules existing means there is science in that universe that allows for either extreme shrinkage of matter, or flawless mass/energy conversion. And then there's the shrinking watch.
If that science exists, Gero can have used that theory when designing his creations.
I have a message from another time...Yeah. Shrinking technology not only exists but is commercialized. It wouldn't be hard for Gero to just buy a Capsule and then reverse-engineer the tech.

When is Dr. Gero, known terrorist, going to find the time to buy a capsule from a store? What, did he send 19 out for groceries?
Also, Dr. Gero's field seems to be biology and computer science, that doesn't mean he's going to randomly be able to reverse engineer Capsule Corp tech, which I would assume would be a closely guarded secret anyways.

Unless becoming a cyborg was the very first thing he did (like, within 3 weeks of being on the run soon), he'd have had to go and get supplies from somewhere, in order to not die from not eating food.
Also, how many places knew the ringleaders of Red Ribbon well enough to recognize Gero on sight and know him to be a high ranking member of Red Ribbon?
Heck, Gero kept his identity concealed from Akira Toriyama for years.
