Not even in terms of pure strength because, again, we have every reason to believe that Vegeta could go grade III too and we have can't say for certain who's stronger.
And saying he could beat Cell doesn't really mesh with me too. Seeing as Cell also demonstrated the ability to actually bulk up. Even if Trunks could beat him in his normal state Cell would just do that and it's game over. Cell just also happen to easily realize the flaw in the form.
So, yeah, Trunks gets no points on anything from me.
Yup. Cell even calls Trunks a greenhorn for it.
Then there's the seen where Trunks is like "so they've given up the absurd transformations... so they can do an even more absurd transformation!"
Makes sense when his only teacher died shortly after they began training and he was pretty much all self-taught.

More or less how I feel about it as well.
Trunks has enough training to use what he has, but Gohan didn't get very far in teaching him, he had no sparring partners, and the only other people as strong as him were the two assholes he wanted to kill.

You can't be expected to believe they found Korin's tower and randomly decided to fly all the way to the top...then keep going to find Kami's lookout.

Why would they see it? It is really high into the sky. You can't see it even if you are at Karin's tower. Chances are the androids wouldn't ever even bother to fly that high. It is not easy to just stumble on a relatively tiny temple in the middle of the skies.
Uh, no. It is actually really easy to miss. It is not that big and the world is huge. Also, why would the androids be on that elevation, anyway?

Karin explains to Goku that he has to climb the Nyoi-bo to reach the Lookout because Kintoun can't fly that high, and that any vehicle you flew up to the Lookout would be rejected in some way. He doesn't elaborate, but the gist of it is that the Lookout has protections to keep someone from just landing a plane there.
Characters later fly to and from the place with bukujutsu and I think Bulma lands her plane there just fine in the Cell Saga, but that's how Karin introduces the concept.

Trunks did surpass Vegeta but only in the arena of pure strength. Super Trunks aka Grade III is substantially more powerful than Super Vegeta aka Grade II and could probably have won the fight with Perfect Cell...if it could land a hit. Which it can't. Because it's a shitty, shitty transformation whose immense power is undermined by its immense drawbacks in speed, and that's why Vegeta and Goku both immediately discounted it as an option.
