Just another way to lord his power over people I'd assume. Frieza prides himself on the thin veneer of politeness and civility he projects to those around him. Running a business is just another way to show how Faux Affably Evil he is.
Frieza ruling the galaxy would require the galaxy to have some knowledge of who he is.
Of the three planets we see him interact with, the only one that has ever even heard of him is the one that directly works for him.
Like, sure you can say you're the king of Madagascar or something but what does that actually mean if Madagascar doesn't know who you are, doesn't pay you fealty, doesn't follow your orders, etc.? I knew a guy who went around calling himself Mayor of Evergreen, a town up in the mountains, but that didn't mean he actually had any power over the town. He just said it because the town didn't have a mayor.

He's also on Kaioshin and even Beerus's radars for the same reason: he's the most powerful mortal being in the entire universe (prior to Goku becoming a Super Saiyan, that is). All the gods have heard of him because his exploits have a large impact on the mortal plane.
But that doesn't make him a system of governance. There's no indication that Frieza does any actual ruling. All he does is send people to exterminate planets as part of a business operation.

I still want to know why the Galactic Patrol never had any fighters on par with anyone from Frieza's army (though in the movie version of Ressurection F, Jaco seemed pretty competent in battle, but Super seemed to massively nerf him, and now he's quite firmly Bulma's bitch).
